The research produced impressive evidence of positive changes in the lives of people living in poverty and exclusion - to which CARE's governance programming has contributed. The key outcomes are divided into the three interlinked domains of the GPF: Empowerment of Marginalised Citizens; Accountability and effectiveness of public authorities and power holders; Spaces for negotiation between power holders and marginalised citizens are expanded, inclusive and effective. These outcomes can be found in detailed country reports and synthesised in the GARI Practice Paper 'Towards Better Governance - A reflection on CARE's work in six countries'.

The report also shows the benefits of an approach that encourages country offices to learn by reflecting on their own experience and of sharing experience across the organisation, thus developing greater understanding and enhancing the quality and impact of governance programming.
