The CARE International Governance team is based in the UK, but its staff are responsible for programming in Africa, Asia and Latin America.

The Governance Unit is made up of 8 members:

<h1>Gaia Gozzo, Head of Governance</h1>

With over 14 years of experience working in the NGO sector, Ms Gozzo has extensive experience in programme design and management, and in portfolio development and resources mobilization. She has proven experience in staff management. She is also familiar with institutional donors compliance, regulations on proposals’ submission, procurement and financial management procedures, reports formalities required (EU, ECHO, DFID and UN Agencies), and she has strong capacity to designing and monitoring budget, follow-up of operations and planning of expenses.
</p>

<p>
She holds a MA on governance at IDS and she has sound understanding of governance technical concepts and paradigms. She has wide experience in working with civil society organizations, and in providing capacity building, especially around voice and empowerment, and social accountability. She has proven capacity to manage and conduct research projects, drawing on both primary and secondary sources, qualitative and quantitative information. She has extensive experience in monitoring and assessing the impact of governance work, including providing support to develop base lines, indicators, system to collect information, and to conduct final evaluations.

<h1>Lindsay Alexander, Governance Business Manager</h1>

A peace, security and development expert with 15 years' experience of working with civil society, governments and international institutions in support of peace and prosperity in fragile states. She have advised the EU and European Governments, worked as a practitioner, advisor and manager for advocacy, country and regional programmes and on programme leadership teams.

<h1>Muhamed Bizimana, West and Central Africa Governance Advisor</h1>

Muhamed is CARE UK's Governance Advisor for West and Central Africa based in Africa (Sierra Leone). With 10 year experience in East, Central and West African regions Muhamed provides technical assistance and accompaniment to country programmes that CIUK supports in Africa, especially on governance programming, accountability, local development and service delivery, and learning and reflection on strategies for improving governance. Muhamed has strong experience in programme development and management, capacity building and policy advocacy, and provides a link between his team in the UK and country offices.

<h1>Rebecca Haines, Asia Senior Governance Advisor</h1>

<p>
Rebecca joined CARE in June 2015. She has a background in participatory governance, peace-building, and gender equality work, primarily in South Asia. She previously worked in Pakistan, and for five years in Afghanistan, focused on programme management and policy and advocacy work for the Aga Khan Foundation, and subsequently as a technical advisor for the World Bank in Kabul. Rebecca has a Master’s degree in Development Studies and Gender from the London School of Economics, and an undergraduate degree in Political Science and Literature.

<h1>Gilbert H. Muyumbu, Governance and Accountability Advisor</h1>

Gilbert joined CARE UK as a governance and accountability advisor in June 2014. He holds an MA in Economic History and has close to a decade's experience of working with INGOs in the Eastern, Southern, Central and Horn of Africa regions. His areas of expertise include governance of development, design and management of development programmes, CSO capacity building, research and policy analysis, campaigning skills, fundraising and resource mobilisation, grant management and community and CSO mobilisation for development work.

<h1>Hayley Capp, Knowledge Management & Learning Officer</h1>

<p>
Hayley joined CARE's Inclusive Governance Team in February 2015 having previously worked at the private sector International Development consultancy Coffey International. She holds an MSc in Development Management from the London School of Economics, with specialisms in economic development policy, institutional reform, governance and designing and implementing innovative inclusive social businesses. With extensive international project experience in Kenya, Malawi, Tanzania and Uganda, Hayley has a realistic understanding of the opportunities and constraints to governance, private sector development and economic growth, especially in a Sub-Saharan Africa context. In her current role, Hayley is responsible for coordinating and communicating the impacts of CARE's Inclusive Governance work globally and supporting the designing and implementation of CARE's global inclusive governance strategy.
