Rwanda, Public Policy Information Monitoring and Advocacy (PPIMA): PPIMA is a consortium project that aims to promote and ensure the involvement of Rwandan CSOs in public policy. The project has supported key civil society actors to improve transparency in the dissemination of public information. For example, PPIMA has supported Transparency Rwanda to position itself as a credible civil society watchdog, with the first ever civil society bribery index for Rwanda (“Rwanda Bribery Index 2010”), to be published yearly. Indeed, PPIMA supported the very first public policy dialogue in Rwanda in 2010 through the Rwanda Civil Society Platform (RCSP), which was a crucial in promoting state-citizens dialogue on public policy directly affecting the well-being of the poor. And, most notably, PPIMA supported the publication of the first “citizens” alternative budget, which was submitted to the ministry of Finance and Economic Planning and the parliament. This was a breakthrough for civil society organization to provide input on the budget that reflected the citizens’ priorities.

DRC, TUUNGANE – “Community Driven Reconstruction”: TUUNGANE consortium project carried out with the International Rescue Committee (IRC). CARE implements TUUNGANE in Maniema province. The purpose of the project is to support local communities to improve their socio-economic well-being through community managed reconstruction projects and the promotion of good governance and citizen inclusion as a means to improve social cohesion. The first phase (2007 – 2010) focused on supporting communities to democratically elect 1,251 Village Development Committees and 280 Community Development Committees (CDC) to manage community reconstruction projects. Among other strategies, community score cards were used and spaces for dialogue between communities and service providers were facilitated to discuss the outcomes of the citizens’ oversight. The second phase (2011 – 2014) aims to strengthen the relationship between communities and local authorities through Entité Territoriale Decentralisée (ETD – district councils) at the secteur level. The project has decided to focus attention on the four best performing ETDs, and attempting to incentivize ‘good governance’ through the provision of equipment to the winners. In order to achieve this, the final four selected ETDs stand to gain more than $100,000 of investment to fund development plans created through this process.

Tufaidike Wote (Win/Win) (DRC): Tufaidike Wote (Win/Win) is a consortium project funded by USAID and composed of CARE, FAO and International Alert. The project aims to enhance stable socio-economic recovery in Eastern DRC (35 communities in Ituri District, North and South Kivu Provinces) over four years. It adopts a combined community-driven reconstruction (CDR) approach, with three pillars of peace building, governance and livelihoods. It is expected that 120,000 people will benefit directly of the project and an additional 120,000 will benefit from community projects and improved livelihood. Governance strategies have two lines of action: 1)working with local partners such as Dynamique Synergie des Femmes (DSF) to manage land conflicts in order to increase access to land for improved agriculture, and 2) strengthening capacities in the community supervision of jointly agreed public infrastructure projects. The latter is designed to support communities to reconciliation and development plans in a more participatory way through training in the use of stakeholder analysis and community score cards. The aim is to ensure quality oversight of bidding processes with contractors and service providers, authorizing payments by CARE or the local partners to these intermediaries, and overseeing the recruitment of labour and the quality of work carried out on project sites.
