CARE UK's Governance Team supports CARE Country Offices by providing technical assistance to improve their development programmes.

1. Governance programming training
Training on basic governance concepts and the CARE Governance Programming Framework (GPF)
This training takes 1 - 2 days.

2. Governance context analysis / Programme design workshops
Through co-facilitation or remote support, assistance is provided to COs in developing a governance context analysis as a basis to design sound governance programming. This includes support with political economy analysis, power analysis, institutional analysis, and stakeholder analysis. We also offer remote and in-country technical support to facilitate discussions on how to apply the Governance Programming Framework (GPF) to a specific context or programme, including how to address poor governance in service delivery.
This training takes 2 - 3 days.

3. Social accountability tools
Training on each methodology typically takes 2 days, though specifics would depend on CO needs.

4. Internal accountability
Internal Accountability refers to CARE’s accountability towards its impact groups. There is a wide range of practices, tools and mechanisms which programme staff can use to enable our impact groups to genuinely understand and influence CARE's work. CIUK's Governance Team offers technical expertise and support for country offices and other CARE family members who want to pilot FA mechanisms within existing or new projects, or intend to set up and/or strengthen FA systems. CIUK also offers guidance and support to COs who wish to pilot or roll out CI's Accountability Framework. In sum, some areas for training or technical support are:

5. Advocacy
The governance team can help CARE country offices and partners develop and implement local and national advocacy strategies, including analysing policy-making processes and key decision-makers, identifying target audiences, messages, and tactics, and accompanying partners as they build confidence in this area.
The above can be provided in the form of remote support, country visits, training, or a combination of these.

6. Monitoring & Evaluation
CARE UK’s Governance M&E Guidance Note provides a framework for governance M&E in CARE. We can help you apply this framework to your context and develop plans to monitor and evaluate governance change within your programmes. We can also advise on data collection methods and link you with evaluation experts from external research institutions such as the Institute for Development Studies.
The above can be provided in the form of remote support, country visits, training, or a combination of these.
