-**The Institutional Maturity Index (IMI)**

-In Afghanistan,​ the Institutional Maturity Index was a tool developed by the Ministry of Rural Rehabilitation and Development under the National Solidarity Programme (NSP) to assess the capacity and the maturity level of the Community Development Councils. Specifically it was designed to assess the maturity in specific areas of responsibilities in governance and development. The aim was to identify strength and weakness and thereafter develop action plans for areas to be improved. The forms were used on the completion of the first block grant provided to the CDCs and before the issuance of the repeater grant and upon completion of the repeater block grant. The data collection was done by social organisers at the field level via focus group discussions (separate for men and women members of the CDC committees). Each focus group will comprise of 11 to 15 members and it was a self evaluation that was not shared outside the group/not made public and not verified either. The Facilitation Partner and the CDCs develop an action plan to address gaps.

-The main contents of the IMI form is as follows:

-  * Community Participatory Monitoring (CPM); 
-  * Linkages of CDCs with Gov. and non Gov. institutions;​

-  * Self initiatives of CDCs; 
-  * Vision and future direction of CDCs;

-The information captured is qualitative and/or quantitative and made comparisons difficult. However plans are underway to enhance the tool and share findings more widely under the follow-on phase called the Citizen Charter Afghanistan Project expected to start in 2017.
